NDCs 3.0

Raise Ambitions with Industry

By integrating industries into their NDCs, countries can unlock more ambitious and actionable climate plans, attracting investors and creating significant job and business opportunities, while ensuring a liveable planet for everyone.

A chance to reverse the trend

With global industrial emissions continuing to grow, the next round of climate plans represent a critical chance to reverse this trend and create strong foundations for thriving economies and a safe climate for all. This is especially true for heavy industries as 2050 is only one investment cycle away.

In emerging and developing economies (EMDEs), industrial growth remains crucial for economic development. The new climate plans can chart the course to establish thriving industries powered by low-carbon technologies, which create new jobs and tap into future markets. More immediately, by integrating industries, governments are able to raise their national climate ambitions in a cost-effective way.

Chief of the Division for Energy and Climate Action
“When countries submit their NDCs, they are setting targets up to 2035. This is really our last chance to meet our climate commitments. Having the right level of ambition and the corresponding actions outlined in the NDCs will be critical for keeping us on track to 1.5°C.”

Setting industry-specific targets

UNIDO´s Net Zero Partnership for Industrial Decarbonization supports developing countries with transitioning towards low-carbon steel, cement and concrete. The project offers tailored policy support, promotes decarbonization solutions, and encourages international collaboration to achieve net zero emissions by 2050.

As nations update their climate plans, UNIDO’s new Support Package can guide EMDEs as they set realistic, industry-specific targets and plans.

The Package includes:

    1. 1. A Guidebook
    1. 2. A Modelling Tool
    1. 3. Technical assistance

Countries can use the Guidebook to identify priority areas for improvement. The guidebook focuses on key areas important for industrial decarbonization (mitigation targets and policy, data and MRV) and provides actionable guidance on how to improve the NDC process. It also provides a comprehensive menu of industrial mitigation policies and measures that can be tailored to a country’s specific context.

The Modelling Tool is an enhanced version of MITICA software for developing emissions scenarios and mitigation actions based on national GHG emission inventories. It provides a comprehensive platform to explore various mitigation scenarios of the industrial sector and assess the impact of different industrial decarbonization policies and measures (PaMs). MITICA is supported by the UNFCCC.

UNIDO’s technical assistance supports the development of NDCs by helping identify relevant policies and measures (PaMs), setting goals, providing guidance on stakeholder engagement, and ensuring transparency. Climate Club members receive priority access to this technical assistance.
