The scale and impact of green public procurement of steel and cement in Canada, Germany, the UK, and the US
Executive summary
The decarbonization of heavy industries, particularly steel and cement, is critical to achieving global climate goals, as these two industries are responsible for approximately 18% of global CO₂ emissions. Governments have the opportunity to leverage their substantial purchasing power, especially in public procurement, to accelerate the shift toward low-carbon materials. This report, developed with support from UNIDO and the Industrial Deep Decarbonization Initiative (IDDI), assesses the scale of public procurement and the CO2 emissions impact of pledge levels for Green Public Procurement (GPP) to the IDDI in four countries—Canada, Germany, the UK, and the US—on the decarbonization of the steel and cement industries (See Table 1 for description of each IDDI GPP pledge level).
